OPA209: Power-Up sequence

Hello,

I come to you for a problem of power-up sequence with OPA209 and OPA211.
 
I have a E3620A (dual output DC power supply) and I switch on power supply one after the other (+/-15V) with front panel potentiometers.
On the board, I have regulators to have +/-12V to supply Op-Amp.

To solve my bug, Op-Amp is cabled in inverter with IN+ on GND / IN- on OUT

Op-Amp is a OPA209 (and also try OP211 with same conclusion)
All others functions wih Op-Amps are disconnected around the Op-Amp

If I power positive rail (+12V) and after (-12V), It works.
If I power negative rail (-12V) and after (+12V), +12V is blocked with no voltage no current at regulator output.

There are no mention in the datasheet for a power-up sequence.
I improve ground, added decoupling capacitor V+/- , without results.

Could you confirm there are no power-up sequence and have you an idea about causes of a such bug.
