I need to know whether this op amp is designed to work with single 36V supply as well as with dual +/-18V rails.

Yes, OPA4277-SP may be used for either single (up to 36Vdc) or dual supply rails (up to +/-18Vdc) (including asymmetrical dual voltage supply rails, where (V+ - V-)<36Vdc).
