LM741: Problem using LM741 as a comparator for low voltages

I am using a 741 as a simple comparator.  Supply voltage 10V.  The input voltage range is low and must be variable between 0.8V and 2.5V.  I suspect the 741 is not suitable for such low levels because below about 3V, the trigger point does not track the reference and bottoms out at about 1.9V.  Am I correct?  If the 741 is not suitable, what would be a suitable IC for this application?
