I'm just wondering how to interpret the quiescent current rating on this dual supply part. +/-20mA, does that mean 20mA from my positive supply and 20mA from my negative supply? Or 10mA from each supply?

Under quiescent condition (this means Iout=0), there must be a balance between the currents. Thus, +/-20mA max IQ means that 20mA comes out of your positive supply going into positive supply pin and the same 20mA comes out of negative supply pin and goes into the negative supply.
OK, think I got it. So the device sees it as a single supply sourcing 20ma. In my case I have +15V and -15V rails. Queiscent power dissipation would be 30V * 20mA = 60mW.
Each supply sees half the load so 30mW for the +15V supply and 30mW for the -15V supply.
