Hello Soufiane,

U1-A is an error amplifier that uses all of it voltage gain to make the DC output voltage accurate. C17, C16 and R28 reduce this gain over frequency in a controlled manner with the needed poles and zeros to make the big regulation loop of the power supply stable. In general terms these components are used for frequency compensation.
