LM358-N: Short circuit conditions

In datasheet, the short circuit current is 40mA typ.

If the supply voltage is 9V and Vo shorts to GND then the total power on LM358-N is 360mW.

On datasheet page 4, the DSBGA abs max power dissipation is 435mW typ.

 

Can the LM358-N survive without extra protection circuit, under the 9Vin, Vo short-circuit condition?

    It is a good practice to provide some kind of short protection for the part, even though the datasheet indicated that the max. output current is approximately 40 mA independent of the magnitude of V+ supply (< 15V). 

    360mW heat dissipation is already 83% of maximum of power dissipation. Typically, output short circuits should be of short time duration. The increasing in IC power dissipation will cause eventual failure of the part due to excessive junction temperatures, which is stated on the bottom of p.12 of the datasheet.
