Is there a way to set the OUT pin to GND output using dual power supplies?
Hi,
you mean to get the same performance as if the GND pin of LM239 was connected to signal ground? No.
The LM311 can do this. Or add an additional transistor stage to the output which is referenced to signal ground.

Kai is correct that it would require additional components to achieve what you are asking for.
Attached is a TINA schematic showing one way to do it by adding a zener diode equal to the negative supply voltage used to power the comparator.
