The bus and shunt measurements are both 24 bit values. But, the upper and lower limits on each of these are 16 bit numbers.
How can a 16 bit number represent a limit on a 24 bit number.

Kai is correct here, in that it is the 16 MSBs of the register. Note that VBUS and VSHUNT are both 20 bit values (the 20 MSBs of the registers). I've put in a request to the datasheet team to better clarify the upper and lower limit descriptions.
