XTR115: 7mA current with no input current; Looks related to 100Mhz oscillator elsewhere in circuit

I have designed a circuit with XTR115. 5V gerated by XTR is converter to 3.3V with LDO and feeds a low power 100MHz oscillator to a cap sensor (pads S1/S2; few pFs); This signal is detected by a Schottly diode and voltage measured by ATTINY85. PWM output signal is then fed into lowpass filter and input into XTR115 through 20K resistor. 

- XTR generates a current at it's output of 7mA even if there is no input signal. This is again verified by forcing PWM output to 0V and removing R6 -> Still 7mA; Same with a 50K resistor to Vref.

- When cutting oscillator signal to pads S1/S2 by removing R1, 7mA stays there

- When removing power from oscillator by removing L1, 7mA drops to <1mA

Any ideas of why the XTR seems to generate a 7mA zero current? Tested two layouts: One with full GND plane and without a full GND plane. Below schematic
