RC4558: when VCC- is GND, how much should the minimum voltage supply at Vcc+ be?

The customer is using RC4558IDR. they want to figure out that when Vcc- is GND, is the minimum voltage at Vcc+=5V?

or the minimum voltage should be 10V =(+5V - (-5V)) ?

In the datasheet, the minimum voltage at Vcc+ is +5V, the maximum voltage at Vcc- is -5V.

How to define the minimum voltage at Vcc+, when Vcc- is GND?

Can the device be used at Vcc- is GND?
