As per OPA604 datasheet, Absolute maximum rating for Power Supply Voltage is ±25V.
Is it possible to use this op-amp by connecting Vs+=40V and Vs-=0.

Yes, the OPA604 can be used with a single +40 V supply that is ground referenced. Just be sure that the input common-mode voltage range and output voltage ranges are observed and accommodated relative to the +40 V Vs+ and 0 V Vs- arrangement. Think of the Vs- supply sliding upward to 0 V from a negative voltage. The input common-mode and output voltage ranges must slide upward with it.
