Given a clock source that is 24.5Mhz, is PCM9211 able to perform SRC on HDMI & SPDIF inputs to be compatible with our PCM system running I2S 44.1khz? Should it be configured in PLL or XTi mode?

You would need to run with PLL on and adjust your SCLK or Fs to satisfy requirements laid out on page 30 of datasheet:

Thank you for replying.
Based on my understanding that is, in PLL mode, it detects incoming spdif frequency, eg.192kHz and generates LRCKO at fs=192kHz, which is matching to the incoming data rate. Could it be down-sample to 44.1kHz? We will need to have SRC feature for converting spdif input eg.192/96/48khz to a 44.1khz.
In that case would need to run XTI mode to get 44.1kHz but clock would need to be changed from 24.5MHz to be compatible as seen here:
Your SCLK in general for your system should be a integer multiple of sampling rate
