Is it possible for TLV320ADC6120 to use a fixed PGA gain value?
Because my customer determines the PGA gain value by themselves regarding the input signal above fixed threshold level.

Yes, you can set PGA to a fix gain value, details are in 8.3.6.1 of d/s and configurable in register 61

Based on 8.3.6.1 on the datasheet, First, PGA maximizes the amplitude of the input signal. Second, The amp in the digital processing block amplifies the amplified signal. Is this understanding correct?

Hi,
Yes, the PGA can have a gain of 0db up to 42dB on input signal, you can fix this value. There are digital filters you can implement that will manipulate the PGA such as Biquads, enabling AGC or DRE, etc.
Also shown section 8.2 of datasheet.
