PGA2311 and PGA2310 will work pretty similarly, and both parts are pin-to-pin compatible, but I would not say that they will work exactly the same. 

For instance, the PGA2310 are operated from 4.5V to 15.5Vdc and PGA2311 is low voltage part, operated from 4.75V to 5.25Vdc. The input and output voltage ranges are slightly different. If you are aware of these differences, they should work. 

Also, all electrical components used in PGA2310 will be rated above 16Vdc and all electrical components in OPA2311 may be lower. Unless both PCBs' supply rails are using 5Vdc for both cases, you need to watch out for the component voltage ratings.

It should work per your dual power rail designs.  

Please work with TI E-store's engineers or FAE in your area, and you may consider to plan in advance if you'd like to maintain the supply demands in your build.
