Please provide more information/details. You are asking for an ADC with 16-bit IN, but an ADC would have an ANALOG input.
I'm also not understanding the relationship to a uC; are you asking for a uC that has an ADC or DAC built-in?
Please provide a block diagram of what the design requirements are.

We don't have any microcontrollers with 16-bit ADC so you will need a two-chip solution for that.
As far as MCU's with I2S support go, the McASP interface on AM2732 can transmit and receive a wide variety of I2S and similar bit-stream formats.
