Can you try by shorting the SDA and SCL pins before powering up the EVM, and check if the PC recognizes the board as DFU device? Otherwise, the EVM may have got damaged. You should check all power supplies, perhaps one of these is no longer working.

I checked the 3.3V and 1.8V supplies.
Windows still sees unknown device.
If I replace the TAS1020, should that fix it?

It seems like TAS1020 could be damaged so you can try replacing it, although I can't know for sure if replacing it will work. If possible I would suggest using a new EVM instead.
