PCM1807 uses 23 bit signed, but why?

Other Parts Discussed in Thread: PCM1807

The PCM1807 does not accept negative voltages, it operates from 0V to 3.3V so then why does it output 23 bit signed? Is there a comparable TI ADC part that outputs 24 bit un-signed?

Thank you,
