The PCM1807 does not accept negative voltages, it operates from 0V to 3.3V so then why does it output 23 bit signed? Is there a comparable TI ADC part that outputs 24 bit un-signed?

Hi, Anthony,
You need to AC couple your input signal to get positive and "negative" swing. The peak-to-peak must be less than the 3.3V limit.
