if The reset pin held to high state by pulling it to I/O , and left open without any master control will it cause any issues in this case, as we wanted to use SW reset option as well as by toggling the I/O VDD and DVDD

    No issues expected if reset pin is always high, you can still use SW reset through register 1.
    Also, if you toggle ON/OFF the supply used for IOVDD and RST pin, that would also work as HW reset.
