PGA2311: Digital Power Supply is Back-feeding to Analog supply

Hello,

I'm using a PGA2311.  I have a +5vdc rail feeding a microcontroller and the digital side of the PGA; an isolated DC-DC converter (CUI PQMC1-D5-D5-S) creates the rails for the audio portion.  I am having trouble with the converter starting up if the PGA is connected.  After isolating the PGA it seems that with the 5v rail connected .7 and 3.5 volts appear on the Ve and Vc pins of the PGA chip and this (I think) is messing up the feedback inside of the converter.  Does this sound normal or is it indicative of a damaged device?
