I am looking foe the best quality headphone amp that is 8 pin  that works on 9 volts.

    (not a TI employee) but just wanted to make you aware of a particular device TPA6101A2 which is an 8 Pin however you may have to buck the supply which is fairly straight forward from 9V to 5V or 3V3, may be worth adding some typical performance figures that you require for the guys at TI i.e. stereo op, volume ctrl, Class AB, D, o/p power.

    Welcome to e2e.
    Judging from the specifications you shared (8 pins/9 volts) I think you must be looking for something like an opamp. SoundPlus is a family of precision amplifiers that you could be interested.
    Some options you can consider are: OPA1652, OPA1662, OPA1688, OPA1602, OPA1642, OPA1612, OPA1622.
    For the headphone specific application amplifiers there are some 8 pin devices like TPA6100A2, TPA6110A2 and TPA6111A2. These devices operate on a single supply which implies you will need coupling capacitors at the outputs. In addition these devices are not able to operate with 9 volt so you would need to use a lower supply or step it down.
    TPA6120A2 is able to operate with 9 volt although this one does not come in 8 pin package.

    However if 8 pin is not that necessary and you can somehow use lower supply you can take a look at amplifiers from TPA613xA2 family. These devices operate from a single supply with internal charge pump and have a variety of additional capabilities like hardware or I2C volume control.
