Hi Andrew,
TPA3113D2 only provides 4 different gain settings. If you want continuous volume adaptation, you need to adapt the input signal amplitude, which is very easy on the front-end DAC or Codec.

Hi Andrew,
Where is the input signal from please? Usually we adapt the volume in the DAC/Codec(e.g. TLV320DAC3203) for analog input AMP. Or you can use digital input AMP( e.g. TAS5733L), which has 0.5dB step volume adaptation internally.
