I do it as your method,but it can't settle for our function.

Your answer as follows  :

"add a power supply decoupling cap to U2, replace L5 and L2 by a short circuit and remove the short circuit between the output of circuit and VCC. Remove C6 and replace it by a resistance.

What role plays R6 in your circuit? This resistance is not necessary when an electret microphone is connected. Have a look at figure 39 of datasheet. Do also remove C10.

    The issue you are experiencing is being caused due to the fact that C3 shorts the OPA1678 output to its positive supply at audio frequencies. To help resolve this, add a series resistance of 600Ω between L5 and U1 pin 2, then add a 2.2µF decoupling capacitor from Vcc to GND:   

    This should provide the following frequency response:

    with -3dB frequencies at 732Hz and 71.1kHz.
