    This looks like a low side LED driver. I recommend taking a look at the TPL7407LA or the ULN2003LV for this application.

    The LM3916 is more than just an LED driver. It has an analog input, a reference and a bank of comparators. It's meant to be used a logarithmic audio meter display driver. The two suggested parts are just the drivers. Hsu will need to provide a rectifier, reference and comparators.

    He's probably better off doing the meter display in a cheap microcontroller with an ADC.
