PCM1865: PCM1865 I2C Address Selection Voltage (1.8 or 3.3?)

Hello, I have a board which has the PCM1865 configured with I/O voltage at 1.8V.  The datasheet does not specify whether the address select pin (MS/AD, pin 25) must be driven high based on the DVDD (3.3V) or the IOVDD (1.8V).  I have reviewed all documentation I could find and also searched here and the answer is still elusive.  I just need to know:
- Does pin 25 need to be driven higher than 1.8V to create a logic "high"?
- If so, what is the expected behavior when 2 chips are on the same board, with one having pin 25 at 1.8V and the other at GND?
