3. My power up waveform is not monotonic. It ramp up quickly to 2V and then slow down to 3.3V.
Should it be monotonic?
What is the POR voltage at power up?

There is no requirement given for tf. On power up if tr is higher than 1V/us I believe the primary concern is higher than normal inrush current. It is best to limit this with soft start if possible, but I would not expect damage to occur if this condition is not satisfied. As long as you follow the reset guidelines then it should be fine if your supply ramps in the way you have described.

The POR voltage is <1.7V. I do not believe there are any concerns with the power supply being non-monotonic, there just may be some low level leakage between supplies.
