The amplifier gain is actually configurable. You can set a gain value in the range of 0dB to -72.3dB. Also, you can set the value to MUTE. The register that configure the gain for INL is located in page 0 / register 22 (0x16). The register associated to the gain for INR is located in page 0 / register 23 (0x17).

One thing want to consult you: why is the amplifier gain less than 1 (0dB to -72.3dB)?
I think if we use analog microphone sensor it will create very small signal, designer need an additional amplifier to make signal big enough. So, why is the amplifier`s gain less than 1? maybe we need the amplifier gain greater than 1, maybe +20db or +40db. and designer will save the additional amplifier and cost down.

Usually, these analog inputs are not used for microphone purposes. They are designed to connect a line signal, which uses to be higher than a microphone signal. That's why an amplifier with lower gain is used in this design. If a higher gain is required, the headphone amplifiers can be configured with a gain from -6dB to 29dB as shown in the block diagram.
