I'm afraid that all of the jitter cleaners need programming. However, you can choose the ones that have EEPROM, so that you can pre-program the part and it won't need further programming in your application. You can check out LMK05028 and LMK05318.
The idea of jitter cleaning is to use the VCO phase noise to replace the phase noise of noisy reference outside the loop bandwidth. So it requires PLL and it is not a simple structure.
Depending on your requirement for jitter, you can select a cleaner clock source instead of doing jitter cleaning.
According to your descriptions the CDCLVC1103 is suitable. It has two diff outputs, supports divide-by-32, supports 74.25 input. But like I said, jitter cleaners are not simple IC, so register programming is always required.
