Hi Dim,
The Multiplier setting is not correct, there are input/output frequency requirement to the Multiplier.
Suggest set Multiplier = 1 but use Doubler = x2 to maintain 100MHz fpd. In general, we don't need FCAL_FAST and ACAL_FAST. Others look good. Make sure after Vcc power up, program all the registers once in descending order.
