CDCEL9XXPROGEVM: Inability to program CDCE925 Clock Generator IC via CDCEL9XXPROGEVM and TI ClockPro

Hello, 

I am trying to use the CDCE925 programmable clock generator IC on a board design. Ultimately we would like to be able to program the chip on-board via I2C, but for now I am just trying to get a single chip programmed via the CDCEL9XXPROGEVM programming module. However, I have not yet been able to get the ClockPro software to recognize the CDCE925 via the programming module, which is preventing me from getting a programmed chip. 

After reading several threads of similar issues, I currently have the CDCEL9XXPROGEVM connected to an old PC running Windows 7, and by disabling driver signing I show a connection with the module in the device manager.

I have J2 through J5 set accordingly for a CDCE925 (minding the note that the silkscreen is incorrect for J5) and have the chip positioned in the left (top?) side of the socket as instructed. LEDs light up to confirm board power. 

As far as I can tell, the board should now come up in the "Programming EVM" window of the ClockPro software when I select the CDCE925/CDCEL925. However, it doesn't recognize anything connected that can be programmed.

I am not sure what I am missing at this point, but one thing I noticed from looking at the schematic of the CDCEL9XXPROGEVM is that Vdd_out/GND appears to be connected to socket pin 22. This does NOT appear to correspond to VDDOUT on the CDCE925 chip; it seems that VDDOUT actually corresponds to socket pin 21. Could this be a potential board mistake? Could I be looking at the incorrect datasheet(s)? At this point, this is the only remaining discrepancy I can find in the relevant documentation. 

Upon contacting TI regarding this issue I was told to present my problem to the E2E forums, so I am hoping that this could resolve the issue I am facing. 

(By the way, we are having trouble programming the CDCE925 via an external I2C device as well. Even if we can get this issue with the CDCEL9XXPROGEVM taken care of, we'll probably need additional help with the I2C issues as well. But we can get to that later on).
