In the datasheet, and CLock PRO software, it mentioned that out clock has zero ppm error, what does it mean? does it mean the output clock has zero phase shift with input clock signal? thanks

my 10MHz input signal have 0 phase shift compare with another 1sec signal, I hope the generated 921.6KHz signal also has 0 degree phase shift compared with the 1sec signal, is this doable?

This is doable.
Is your input coming from a signal generator; do you have a 10 MHz out ref signal connected to your lab equipment? If so, your output signal should have close to 0ppm error.
