LMX2595: LMX2595 active loop filter

Hello.

I am using LMX2595 with active loop filter.

And I want to lock the frequency 8GHz ~ 20GHz.

But it is not working at active loop filter, but it is working at passive loop filter.

I attached the my active loop filter circuit. 

What is wrong?
