On the datasheet, it is written that the performance is measured using a clean 100-MHz input reference but no additional information is provided about how clean it is.

I know that the phase noise is contributed not only by input clock reference but also by PLL noise and VCO noise but taking only the OSC input into account, as an example, to achieve the performance given on LMX2694-EP datasheet page 10 ( figure 6.4)  which is 61.2 fs jitter when the output frequency is 8.1 GHz, can we say that the jitter of  input clock reference (crystal oscillator) must be lower than 61.2 fs?

    We have the following recommendation in LMX2594 EVM user's guide, which is also applied to LMX2694.

    In order to get lower jitter, the loop bandwidth is usually design to several hundreds kilo Hz. For example, the EVM loop bandwidth is 430kHz.

    So reference clock phase noise below 430kHz offset is important as this noise will pass through the PLL. 

    You can use PLL Sim to estimate the effect of input clock noise.
