The maximum value of LVCMOS input high voltage is VDD_IN.

If an overshoot occurs and exceeds VDD_IN, will this IC stop functioning?

Ryo,

If the input exceeds VDD_IN on the input clock pins, we cannot guarantee that the PLL will remain locked.
