According to the datasheet, there is only listed a typical value of Tstartup, may I know if there is a max value of this start up time?

Frank,

We do not have a maximum value for the startup time. As the startup time is inclusive of PLL locking, this will depend on the stability of the input clock. For starting from an XTAL, this will be close to the typical timing.
