LMX2572: VCO okay Channel dividers fail.

Tool/software:

The VCO output is ok with good phase noise and output power over the full range of 3.2GHz to 6.4GHz.  But the channel divider outputs have very bad spectrum and power as if the dividers are not being driven hard enough. I've build 10 of these and they behave about the same, the 2,4,8, 16, and 32 dividers are bad but the 64, 128, and 256 work okay (on most). 

How can VCO output be okay but the low channel dividers be bad?  I've checked the register reading with the TICS PRO and all are okay.
