Does the Operating frequency of Electrical Characteristics (fFinRF, fFinIF) mean the Plescaler frequency, doesn't it ?

The operating frequency range for RF PLL as follows.(datasheet P.5)
The prescaler maximum frequency for RF PLL as follows. (datasheet P.27)
Which is correct ?
(I think Electrical Characteristics is correct. Table 19 is error.)
[Q3]
The operating frequency range for IF PLL as follows.(datasheet P.5)
The prescaler maximum frequency for IF PLL as follows. (datasheet P.31)
Which is correct ?
(I think Electrical Characteristics is correct. Table 28 is error.)
