I don't fully understand the issue. Can you rephrase the problem and questions?

If I understand your question correctly, then you are observing a LOW pulse on RSTn after startup, but you do not see the LOW pulse on subsequent cycles. In this case, the first LOW pulse on RSTn cannot be hidden. See this post for more information: e2e.ti.com/.../1100537
