    I tried this and the link was working for me. Perhaps it will work now for you tool.

    As PLLATINUM Sim is software, TI puts this link to ensure that we comply with all US export compliance laws.
    If it is not working for you then perhaps it is either a browser issue or the form compliance form (just 2 check boxes) was not filled out.
    This compliance form pops up when you try to download the tool.
