LMX2491: I can't see anything from the multiplexer output

Hello, tell me, please, I made my board with LMX2491 and BGT24MTR12, but I can't run the PLL. I program the registers in reverse order r141-R0, everything is passed correctly (checked with a logic analyzer, the picture shows an example of transmission). Configured the pin MOD for the input (I submit hours of 40 kHz) and to check the output of the multiplexer configured as an output from the pin mod, but I do not see anything, although it should be clock of 40 kHz. On PLL comes 3.3 V, ostin 100 MHz, current consumption is growing(concluded that LMX2491 understands me). Circuit design as in the documentation.
