    The devices are the same minus difference in factory programmed EEPROM configuration. 

    LMK61E08 uses a much larger N divider value (specifically the fractional numerator/denominator), different VCO frequency, and output divider amongst other internal registers. The results are while the output frequency remains the same - the typical jitter value is closer to 300 fs however there's much better precision with DCO tuning allowing for ~1 ppb stepping per numerator update compared to 32k+ ppb on the LMK61E07. 

    But these are only startup EEPROM configurations. Register updates after and/or EEPROM programming update after powerup can make either one behave exactly the same with the same performance given a configuration.
