The minimum voltage of the super capacitor is 1.4V when VCC is removed for operation.
Switchover refers V_BACK voltage when VCC is removed. Operating refers to device functioning from the backup supply without VCC.

Hi Lane,
It means can enable switchover function when Vback voltage of BQ32000 is must above 2V.
When I remove Vcc and Vback voltage of BQ32000 is 1.4V, so BQ32000 can't keep work?
Do I understand correctly?

It is not clear how the device will respond to switchover if Vback < 2V. However, your understanding is correct.
