Yes, your understanding is correct. If you were to look at the data on an oscilloscope, the write frame would look like this. The first data bit sent by the FPGA will be the MSB, or bit 15 in this timing diagram:

The data is loaded into the data register on the rising edge of CS. If there are more than 16 clocks, the last 16 bits of data sent will be loaded.
