It says that the power-up time is the time to recover from power-down mode.
Does this mean that communication can start in the same time when the power is turned on?
I would like to know how long it takes from power-on to communication start.

Hello Ryu,
Communication can start when valid supplies are seen on the device. You can see in figure 18 that the output is set to 0V when the power on reset occurs slightly before the supply reaches the minimum supply of 2.7V.
The scale on this plot is 20us per division. To be safe, you can wait a few microseconds after a valid supply of 2.7V or greater is applied to start communication to make sure all supplies have ramped.
