I would like to see if REF input is 2.5V, VDD should be greater than 4V. But, my customer saw, with VDD=3.3V, TLV5638 can also output 2.5V range. How to understand the relation between REF input range and VDD supply voltage?

Hi Jerry,
The device will likely work with VREF = 2.5 V and VDD = 3.3 V, but some specifications might suffer, like INL and output current sink/source, load regulation, and THD/SNR. The device expects some headroom for the output amplifier, so it is important that it is provided.
