Hi ACGUY,
for this device VIH on I2C is VDD*0.7. So the Vi2c should be greater than 70% of VDD.
this section of the datasheet is stating that to ensure the device is powering on correctly and reliably, SDA, and SCL should be stable before VDD reaches 0.9V.

I think it is more accurate to say
"I2C lines need to be powered up and stable before VDD =0.9V"

Yes, that is correct, the concern is the case where VDD comes up before I2C pullup
