I have a customer who is trying to get the TVP5151 up and running and can't seem to get anything out of the device:

Attempting to bring up design using two TVP5151 video decoders. These devices are running from 1.8V supply at all four VDD pins. Video input at NTSC composite, 0.5VPP, signal detected at crystal oscillator is 27MHz, Reset and PDN signals are high after start-up. From data sheet, default operation is NTSC but no output at either PCLK or YOUT(7-0).
As for I2C; presently, there is no activity on these lines. The 1.8V power stabilizes and then the Reset net goes high. The PDN pin is pulled high. I can see the 27MHz oscillator start up but see no activity on the output lines. There is an NTSC video input connected to the device.

I took a quick look t the datasheet & quickstart, but feel like I'm probably missing something obvious too. Any ideas?
