I'd like to clarify on what you mean by "withstand"? You mean device is not damaged by this kind of surge test? or device can function well (correct output) during this kind of surge test?

Thank you for confirming. You are correct, the device will not be damaged by the surge test at this voltage magnitude and the device will continue to function after the test.
I used the word "withstand" as the device will "survive" in spite of such a high voltage being applied.
