I am currently using the ADS8166 ALERT feature. where I am able to trigger an ALERT pin using HI_THRESHOLD, but that pin not automatically pull down when my voltage is below HI_THRESHOLD.

The ALERT pin is a latching pin; if any configured channel, per the ALERT_CFG register, exceeds the threshold, then this pin will go high and stay high until reset.
In order to reset (clear) the ALERT hardware pin, you can write 0xFFh to the ALERT_LO_STATUS and ALERT_HI_STATUS registers.
