Please take a look at AFE7950 device. As far as interfacing any JESD interface device, an FPGA with high speed transceivers is needed. A microcontroller is not possible. These data rates are often in excess of 10Gbps, no microcontroller is capable of handling this amount of data.

I don't know anything about AD9364. That is an analog devices part. MSP430 will only be useful for slow sample rate (kHz range) CMOS interfaced devices. To go faster, an FPGA is required for CMOS, LVDS, or JESD interfaced devices.

I am doubtful that any converter capable of connecting to a microprocessor would have large enough input bandwidth to capture your 3GHz input requirement. The closest device would be an LVDS interfaced device and most of our LVDS devices only have less than 1GHz of input bandwidth or so. I’m not sure what you are asking for will be possible without the use of an external down-mixer. If you mix the 3GHz signal in analog prior to the ADC, you will have much better options as now you are at baseband around 0Hz and can use a lower sampling device. My suggestion would be to look into software programmable mixers or use a programmable clock synthesizer to provide an adjustable LO into an analog mixer. This is the only way I can think to achieve this.
