What is the state of the ADC14155 output pins when power down is asserted?

Per the datasheet regarding Power Down (p. 20), "The output data pins are undefined and the data in the pipeline is corrupted while in the power-down mode." This may be assumed to mean that the output data pins are either high or low depending on the last value seen before the power down.
I confirmed this with a scope. In normal operation the output data lines were toggling. When the device gets put into power down mode, the pin was sometimes left low, and sometimes left high, depending on the last state before power down.

Okay, thanks Drew. Are there any constraints on the relationship between 1.8V and 3.3V, during power up and power down?

No. The only constraints are the abs max values on page 5 of the datasheet.
